Abstract

|
This study aims to anaylze the pharmaceutical reimbursement policy reforms by Actor-Centered Institutionalism(ACI). ACI, as the theory for explaining the basis of micro action in the context of macro structure, can supplement both historical institutionalism and rational choice theory. This study found policy results with regard to pharmaceutical reimbursement in context of institution depend not only actors’ preference and capability, but also on the way these are played out in the political game. Study results present that Positive-list system and Risk Sharing Agreement are associated with both institutional factor such as fiscal crisis and expanding coverage of National Health Insurance and FTA agreement and actors’ strategic interaction.
